Our cooperatives are governed by a committee of member groups that oversee the proposal process for the cooperative as a whole. By signing a Cooperative’s Interlocal Agreement, new clients can join without the hassle of the RFP process.
Purchasing cooperatives have an in-depth vetting process that is required of all vendors, giving you greater confidence that you’ll receive exceptional service, quality education, competitive benefits and a robust online enrollment platform. As a cooperative member, you have the freedom to obtain a range of services without having to issue an RFP.

Coastal Bend Employee Benefits Cooperative was established in 2008 to provide small to midsize schools employee benefits and the administration of employee benefits.
In 2004, it started with an idea from the Executive Director of Region 17, Dr. Kyle Wargo. The philosophy behind the Region 17 Employee Benefits Cooperative was to create a comprehensive benefits package with affordable rates that could be offered to the smaller school districts within Region 17.
The Region 11 Benefits Cooperative was formed in 2011. The purpose of the Region 11 Benefits Coooperative is to provide the employees of member school entities access to the best insurance coverages at a price that maintains affordability.
The East Texas Employee Benefits Cooperative (ETXEBC) provides districts and charter schools of any size the opportunity to have quality benefits with significant savings for their employees.
